The Norway Opera House Corporation, LLC, is conducting a competitive bidding process for the Norway
Opera House Renovation project in Norway, Maine, at 418 Main Street. The building is in need of
strengthening to its roof trusses, a new EDPM roof, replacement of the back wall, and a new egress stair
tower.

  • Bidding documents will be released on January 2nd at 9AM.
  • A MANDATORY Pre-Bid conference
    will be held onsite on Tuesday January 13th at 10AM.
  • Bids due February 4th.
  • Construction is anticipated to start Spring 2026 and be completed by the end of 2026.

1 PROJECT INFORMATION

A.  Notice to Bidders: Qualified bidders may submit bids for project as described in this
Document. Submit bids according to the AIA A701 - Instructions to Bidders.

B.  Project Identification: Norway Opera House Rehabilitation

C.  Owner: Norway Opera House Corporation, LLC.

D.  Architect Identification: The Contract Documents were prepared for Project by Jake Keeler
Design Build, LLC, 43 Hardy Rd, Falmouth, ME 04105.

E.  Description of Work: The Norway Opera House is an iconic building of Main Street and is about to undergo a renovation of the roof trusses, roof, back wall, and to construct a new stair tower on the south east corner for egress. The building is in need of strengthening to its roof trusses, a new EDPM roof, replacement of the back wall, and a new egress stair tower. This project is being bid in parallel with the Town of Norway for the work on the Opera House Clock Tower Repair, though they are two separate projects with separate contracts and separate bidding.


F.    Concurrent Projects: While the clock tower repair project of the Opera House is being bid
concurrently by the Town of Norway, the Town of Norway and the NOHC may choose to select
the same contractor for both projects but are under no obligation to do so.


G. Wage Rates: Contractor shall be required to comply with the most recent HUD Section 3 and BABA requirements for the Opera House project. The Rehabilitation project is not subject to Davis Bacon requirements.

H. Construction Contract: Bids will be received for the following Work:

1. General Contract (all trades).


2. BID SUBMITTAL AND OPENING

A.  Owner will receive hand-delivered, sealed lump sum bids until the bid time and date at the location given below. Bids submitted by mail should be identified on the outside of the envelope as a bid for the “Norway Opera House Rehabilitation” project and should be addressed to the Norway Opera House Corporation. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

1. Bid Date: Wednesday, February 4 th , 2026.

2. Bid Time: 2:00 PM local time.

3. Location: Town of Norway Town Offices.

B. Bids will be thereafter opened with bidders present and read aloud. A summary of all bids will be distributed to all bidders within 10 days of bid opening.

Bid Rejection/Acceptance: The Norway Opera House Corporation (NOHC), reserves the right to reject any and all bids and to waive any in formalities in bidding. A Bidder may withdraw from the possession of the NOHC, his or her submitted bid only prior to the previously-stated closing time for receipt of the bids. All bids shall remain valid for a period of thirty (30) days after the closing time for receipt of bids.

Bid received after 2:00 PM on the due date will not be considered and will be returned
unopened.

3 BID SECURITY

A. Bids must be submitted on the Bid Form furnished and must be accompanied by an acceptable form of Proposal Guaranty in an amount of at least 5 percent of the amount of the Proposal, payable to the Norway Opera House Corporation. The Proposal Guaranty shall be a certified check, bank draft, or an executed Bid Bond acceptable to the Owner as a guaranty that if the Proposal is accepted, the Bidder will execute the Contract and will file an acceptable Performance Bond, Payment Bond, and Certificate of Insurance within fifteen (15) days after the award of the Contract. A Proposal Guaranty consisting of a personal check will not be accepted. The Proposal must be submitted in a sealed envelope.

4. PREBID MEETING

A.   A MANDATORY Pre-Bid Conference will be held Tuesday January 13 th at 10 AM at the Norway Opera House, entrance under the clock tower along Main Street at 418 Main Street, Norway, Maine. Interested bidders must attend this prebid meeting to be eligible to submit bids for the project.

B. Copies of Addenda will be emailed and posted to project electronic access portal to registered bidders without charge.

6 TIME OF COMPLETION


A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work on or before Dec 31, 2026.

 

7. BIDDERS QUALIFICATIONS

A.  A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
